Canadian Prime Minister Mark Carney announced a significant Cabinet reshuffle on Tuesday, which includes appointing a new foreign minister as he shapes his newly re-elected Liberal government.
Carney, who replaced Justin Trudeau earlier this year and secured the position in last month’s election, appointed Anita Anand as the new foreign minister, replacing Mélanie Joly. Joly has been reassigned as the minister of industry. Anand previously held various roles, including defense minister.
François-Philippe Champagne will continue as finance minister, while Dominic LeBlanc retains his position overseeing U.S. trade, a crucial role given the ongoing trade tensions between Canada and the United States.
Carney’s victory as prime minister stemmed from his promise to address the challenges posed by U.S. President Donald Trump’s administration, while maintaining a calm, economist-driven approach, reflecting his background as a former head of central banks in both Canada and the U.K.
“We have a strong mandate from Canadians to redefine our economic and security relationship with the U.S. and to build a stronger economy for everyone,” Carney stated.
Carney also revealed that King Charles III will deliver a speech on May 27 when Parliament resumes, outlining the government’s priorities. As Canada’s head of state, Charles is the figurehead in the country, a member of the British Commonwealth.
In his reshuffle, Carney emphasized the shift away from Canada’s previous reliance on increasing integration with the U.S., focusing instead on strengthening ties with Canada’s founding nations, the U.K. and France. More than 10 individuals were dropped from the new Cabinet, including former defense minister Bill Blair. David McGuinty will move from public safety to defense.
Former Goldman Sachs Canada CEO Tim Hodgson was appointed as the new natural resources minister. Carney, having spent 14 years at Goldman Sachs, is focused on making Canada an energy “superpower” and driving major, nation-building projects.
New appointments also include former journalist Evan Solomon, who will serve as the minister of artificial intelligence.
Carney’s Cabinet includes a balanced representation of women, maintaining the same ratio as the previous Trudeau Cabinet. He emphasized that the new Cabinet is structured to deliver the change Canadians want and need. This marks the Liberal government’s fourth term in office.
