This updated Starbucks policy is a response to an incident that occurred in 2018. Two black men were arrested in Philadelphia for simply waiting in a cafe without making a purchase. The incident sparked widespread criticism, leading Starbucks to introduce a policy allowing anyone to stop by the cafe and use the restrooms without needing to make a purchase. However, the ‘open-door’ policy led to problems, particularly with homeless individuals and disruptive behavior that disturbed both customers and employees.
What Changes Have Been Made?
Under the new policy, Starbucks cafes will now only allow paying customers to stay in the cafe. Restrooms, cafes, and patios will be accessible only to customers and staff. Additionally, begging, drinking from outside, smoking, or vaping are now prohibited.
New Incentives for Consumers:
Starbucks has also rolled out a new offer to encourage customers to visit the cafes. Starting January 27, 2025, customers will receive a free refill on a sit-down drink with one purchase. Ceramic or reusable cups will be used for refills. Previously, this benefit was limited to Starbucks loyalty program members.
Lack of Public Restrooms in America:

Training for Employees:
Starbucks has announced a special training program for employees to implement the new policy. The company explained that customers who fail to comply with the new rules will be asked to leave the cafe. If necessary, local law enforcement authorities will be called.

Since the 2018 incident, Starbucks has made strategic adjustments. In 2022, former CEO Howard Schultz acknowledged that it had become difficult to keep restrooms open due to rising mental health issues. In that same year, the company closed several branches due to security concerns.
